Your use of blur to manipulate depth of field gives the image a surreal quality and brings out the subject in an interesting way. Normally this technique sort of annoys me (overused) but in your case it lends itself to telling the story so it’s OK.
I would only like this more if the cop had a billy club in his right hand.
